What is a Greenhouse Gas Inventory?<\/h3>\n<p data-path-to-node=\"4\">Pursuant to the <b data-path-to-node=\"4\" data-index-in-node=\"16\">Law on Environmental Protection No. 72\/2020\/QH14<\/b> and <b data-path-to-node=\"4\" data-index-in-node=\"69\">Decree No. 06\/2022\/ND-CP<\/b> on the reduction of greenhouse gas emissions and the protection of the ozone layer, conducting a GHG inventory is a critical step in ensuring emission mitigation.<\/p>\n<p data-path-to-node=\"5\">A <b data-path-to-node=\"5\" data-index-in-node=\"2\">Greenhouse Gas (GHG) Inventory<\/b> is the process of collecting, processing, and reporting data related to the amount of GHG emitted from various sources within a specific period for a project, a business activity, or a nation.<\/p>\n<p data-path-to-node=\"6\">The purpose of a GHG inventory is to assess and monitor emissions, helping organizations, businesses, and nations identify primary emission sources, track changes over time, and devise effective mitigation measures.<\/p>\n<h3 data-path-to-node=\"7\">2. Which Entities Must Implement GHG Emission Reduction?<\/h3>\n<p data-path-to-node=\"8\">According to Article 5 of Decree 06\/2022\/ND-CP, the entities required to implement GHG emission reduction include:<\/p>\n<ul data-path-to-node=\"9\">\n<li>\n<p data-path-to-node=\"9,0,0\"><b data-path-to-node=\"9,0,0\" data-index-in-node=\"0\">Facilities<\/b> listed in the sectors and establishments emitting greenhouse gases that must conduct a GHG inventory as promulgated by the Prime Minister.<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"9,1,0\"><b data-path-to-node=\"9,1,0\" data-index-in-node=\"0\">Line Ministries<\/b> managing sectors such as energy, agriculture, land use and forestry, waste management, and industrial processes, specifically: the Ministry of Industry and Trade; Ministry of Transport; Ministry of Agriculture and Rural Development; Ministry of Natural Resources and Environment; and Ministry of Construction.<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"9,2,0\"><b data-path-to-node=\"9,2,0\" data-index-in-node=\"0\">Organizations and individuals<\/b> not included in the mandatory list are encouraged to implement GHG emission reductions in accordance with their specific conditions and activities.<\/p>\n<\/li>\n<\/ul>\n<h3 data-path-to-node=\"10\">3. Which Facilities Must Conduct a GHG Inventory?<\/h3>\n<p data-path-to-node=\"11\">According to Article 6 of Decree 06\/2022\/ND-CP, facilities required to conduct a GHG inventory are those with annual emissions of <b data-path-to-node=\"11\" data-index-in-node=\"130\">3,000 tonnes of <span class=\"math-inline\" data-math=\"CO_2\" data-index-in-node=\"146\">$CO_2$<\/span> equivalent<\/b> or more, or those falling into the following categories:<\/p>\n<ul data-path-to-node=\"12\">\n<li>\n<p id=\"p-rc_6a003415b72268bc-209\" data-path-to-node=\"12,0,0\">Thermal power plants and industrial production facilities with total annual energy consumption of <b data-path-to-node=\"12,0,0\" data-index-in-node=\"98\">1,000 tonnes <span class=\"citation-543\">of oil equivalent (TOE)<\/span><\/b><span class=\"citation-543 citation-end-543\"> or more.<\/span><\/p>\n<\/li>\n<\/ul>\n<p id=\"p-rc_6a003415b72268bc-210\" data-path-to-node=\"12,1,0\"><span class=\"citation-542\">Freight transport companies with total annual fuel consumption of <\/span><b data-path-to-node=\"12,1,0\" data-index-in-node=\"66\"><span class=\"citation-542\">1,000 TOE<\/span><\/b><span class=\"citation-542 citation-end-542\"> or more.<\/span><\/p>\n<ul>\n<li data-path-to-node=\"12,1,0\"><span class=\"citation-541\">Commercial buildings with total annual energy consumption of <\/span><b data-path-to-node=\"12,2,0\" data-index-in-node=\"61\"><span class=\"citation-541\">1,000 TOE<\/span><\/b><span class=\"citation-541 citation-end-541\"> or more.<\/span><\/li>\n<li>\n<p id=\"p-rc_6a003415b72268bc-212\" data-path-to-node=\"12,3,0\"><span class=\"citation-540 citation-end-540\">Solid waste treatment facilities wit<\/span>h an annual operating capacity of <b data-path-to-node=\"12,3,0\" data-index-in-node=\"70\">65,000 tonnes<\/b> or more.<\/p>\n<\/li>\n<\/ul>\n<h3 data-path-to-node=\"13\">4. Sectors Subject to GHG Inventory in 2024<\/h3>\n<p data-path-to-node=\"14\">According to Decision No. 01\/2022\/QD-TTg issued by the Prime Minister on January 18, 2022, the list of sectors and facilities subject to GHG inventory includes:<\/p>\n<ol start=\"1\" data-path-to-node=\"15\">\n<li>\n<p data-path-to-node=\"15,0,0\"><b data-path-to-node=\"15,0,0\" data-index-in-node=\"0\">Sectors<\/b> listed in Appendix I of the Decision.<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"15,1,0\"><b data-path-to-node=\"15,1,0\" data-index-in-node=\"0\">Facilities<\/b> under the <b data-path-to-node=\"15,1,0\" data-index-in-node=\"21\">Ministry of Industry and Trade<\/b> (Appendix II).<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"15,2,0\"><b data-path-to-node=\"15,2,0\" data-index-in-node=\"0\">Facilities<\/b> under the <b data-path-to-node=\"15,2,0\" data-index-in-node=\"21\">Ministry of Transport<\/b> (Appendix III).<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"15,3,0\"><b data-path-to-node=\"15,3,0\" data-index-in-node=\"0\">Facilities<\/b> under the <b data-path-to-node=\"15,3,0\" data-index-in-node=\"21\">Ministry of Construction<\/b> (Appendix IV).<\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"15,4,0\"><b data-path-to-node=\"15,4,0\" data-index-in-node=\"0\">Facilities<\/b> under the <b data-path-to-node=\"15,4,0\" data-index-in-node=\"21\">Ministry of Natural Resources and Environment<\/b> (Appendix V).<\/p>\n<\/li>\n<\/ol>\n<p data-path-to-node=\"16\">Currently, there are <b data-path-to-node=\"16\" data-index-in-node=\"21\">1,912 facilities<\/b> required to conduct a GHG inventory, with <b data-path-to-node=\"16\" data-index-in-node=\"80\">1,662<\/b> under the management of the Ministry of Industry and Trade. These are high-emission facilities across all sectors that are strictly managed to achieve mitigation targets under the <b data-path-to-node=\"16\" data-index-in-node=\"266\">Nationally Determined Contribution (NDC)<\/b> by 2030.<\/p>\n<h3 data-path-to-node=\"17\">5. Reporting Timeline and Procedures<\/h3>\n<p data-path-to-node=\"18\">Under Decree 06\/2022\/ND-CP, listed facilities must provide activity data and relevant information for the previous year&#8217;s inventory to their respective line ministries <b data-path-to-node=\"18\" data-index-in-node=\"168\">before March 31 annually (starting from 2023)<\/b>. This includes data on energy consumption, types and quantities of GHGs emitted, and other information to ensure accuracy.<\/p>\n<p data-path-to-node=\"19\"><b data-path-to-node=\"19\" data-index-in-node=\"0\">Starting from 2025<\/b>, enterprises must conduct a GHG inventory <b data-path-to-node=\"19\" data-index-in-node=\"61\">every two years<\/b> and submit reports to the Provincial People&#8217;s Committee <b data-path-to-node=\"19\" data-index-in-node=\"133\">before March 31<\/b>. The Ministry of Natural Resources and Environment will coordinate with line ministries and Provincial People&#8217;s Committees to review and update the list of facilities, submitting it to the Prime Minister for decision every two years.<\/p>\n<p data-path-to-node=\"19\"><span style=\"font-size: 18pt;\"><strong>Conclusion<\/strong><\/span><\/p>\n<p data-path-to-node=\"19\">Identifying and inventorying GHG emission sources in Vietnam is a vital part of the National Strategy on Climate Change.
